The city of Tokyo decided to transfer the mmetropolitan government building to the site surrounded skyscrapers in the Shinjuku area, and the invitational design competition for the new City Hall was held.

Most architects proposed high-rise buildings, however we proposed low and concentrated buildings. The main administrative building is structured as a network of circulation and communication systems to enable smooth interaction between bureaus. In order to resolve this functional requirement spatially we proposed low-rise buildings expanding horizontally.

Although the site extends across three blocks we opted for an integral building, to emphasize its identity as a City Hall, and to facilitate the administrative functions. Two blocks are connected by the raised platform, and the main building and the assembly hall are located above.And the international conference hall and a plaza are placed on the remaining block. This block is located at center of the new City Center District, so it will serve as its central plaza.

Based on the network of the administrative functions, the office space consists of four volumes on each corner connected by bridges, circular passages and dispersed vertical circular cores. Each vertical circular core has a separate entry leading to a particular section. The grand cross-shaped atrium,surrounded by the four volumes, encloses an open space where people can freely circulate . The spherical assembly hall, the glass pyramid roof and the sky garden are located above, and this grand space, 100 meters high and 300 meters deep, expresses the dignity of the City Hall.
